

The 203mm armed FR Cruisers in Tier VII-IX don't need IFHE at all, IMO. Still, some eschew IFHE even for Henri IV and just rely on the high fire chance to burn targets down. Khabarovsk has a significant portion of its forward hull coated in 50mm armor. Other ships may have 50mm armor sections. German BBs are still very popular and Tier VII+ they have 50mm decks.

With IFHE you cross the critical 50mm armor threshold. Henri IV HE Pen WITH IFHE: (240mm / 6) x 1.3 = 52mm of armor needed to defeat that HE shell. In Slot 2 I'd equip SGM1 to help on your rudders, which seem to go out a lot on a bunch of FR Cruisers. Upgrades (As they open up when you go further down the Line): MAM1 / SGM1 / ASM1 / SGM2 / CSM1 / MBM3 SI - Consumables are a key feature for this Line as you go higher in the tiers. Normally I take AR first but the Rudders are an annoying issue, and I hated popping DCP for the sake of broken Rudders. LS - Last Stand because the Rudders seem to go out on many ships of this Line.
